Scammers sometimes attempt to impersonate court officials and law enforcement to deceive people.  Common scams include false claims that you missed jury duty and must make a payment to avoid arrest and fraudulent claims that a court case requires immediate payment.  Please know that this Court does not order people to make payments unless there has either been a court hearing or unless people have had an opportunity to make a written submission for the Court to consider. If you are in doubt, call the Court to confirm.

Introduction

The Intensive Supervision Probation (ISP) Program was established on July 1, 1990 with grant funding from the Ohio Department of Rehabilitation and Correction (ODRC). The ISP Program serves as an intermediate sanction for the Stark County Court of Common Pleas to use as an alternative to prison incarceration. Since its inception the program has expanded to include a jail diversion component. In 1998 the Court developed a Day Reporting Program to work in conjunction with the ISP Program to provide both intensive probation supervision along with treatment services and other specialized programs. (Please see the Day Reporting Program description for detailed information about the treatment and other services provided by the program). The combined programs provide an intermediate sanction for the Court with the goal of diverting 270 offenders from prison and 60 offenders from jail each year.

The goal is to decrease prison and jail populations, while maintaining a safe and secure environment in the offender's community by addressing offender needs through community resources. The Stark County ISP and Day Reporting Program offer specialized programming, such as the Chance Program (drug court), which targets offenders with chemical dependency issues and the H.O.P.E. (Helping Offenders Psychologically and Emotionally) Program, which is used for offenders with mental health issues and expanded services for Non-Support offenders.

Staff

The Court of Common Pleas presently employs fifteen Intensive Supervision Probation staff: A Director, two Senior Officers, one Chance Probation Officer, two H.O.P.E. officers, six Intensive Supervision Probation Officers, and three Office Support Staff.

Description

The Intensive Supervision Probation Program is a yearlong program divided into three Phases:

  • Phase I: The majority of offenders are placed on house arrest during Phase I. House arrest is electronically monitored during this first phase, unless the offender is placed into an in-patient treatment facility, which serves as their house arrest phase.
  • Phase II: This phase includes a curfew, which is monitored through random phone calls by the probation officer, as well as home visits by probation officers.
  • Phase III: The final phase includes an extended curfew for the remaining months, officer phone calls, home visits and office visits. Sanctions range from extending ISP Phases to revoking probation depending on the seriousness of the violation.

The Stark County Court of Common Pleas General Supervision Probation (GSP) Division

In September 2019, the General Supervision Probation (GSP) Division of Probation was established and added to the Intensive Supervision Probation Program to create the Stark County Adult Probation Department. GSP serves as a sanction for individuals that are sentenced to basic level supervision which includes Low Risk and Moderate / High Risk caseloads. GSP also supervises individuals sentenced to a term of Intervention in Lieu of Conviction. The GSP Division is staffed with six employees, a Senior Probation Officer, three Low Risk Probation Officers and two Moderate / High Risk Probation Officers. GSP is responsible for the supervision of over 600 offenders.

The qualifications for employment as a Probation Officer are graduation from an accredited four-year college or university. Experience in probation, parole, social casework or counseling is preferred. Good written and oral communication skills as well as knowledge and application of computer systems are necessary. Knowledge of the criminal justice system is also preferred.

Normal business hours are 8:30 a.m. to 4:30 p.m. Monday through Friday. Offices are closed from 12:00 p.m. to 1:00 p.m. The office is closed for all Federal holidays.

Violations of probation vary on a case-by-case basis, as all offenders do not have the same conditions.
