About Angela Kinsey
Appointed as the Stark County Auditor on December 5, 2024, Angela Kinsey brings over 14 years of dedicated service within the Auditor’s Office. Having served as the Executive Administrator, she played a critical leadership role in overseeing operations and strengthening internal processes, contributing significantly to the continued success and stability of the office.
Angela is committed to transparency, fiscal responsibility, and safeguarding Stark County’s financial operations. She believes taxpayers deserve accuracy, accessibility, and efficient service — and she works every day to ensure the Auditor’s Office delivers on that promise.
Prior to her public service, Angela spent more than a decade as an Investment Banker with Huntington Wealth Advisors. Her private-sector experience sharpened her expertise in financial management, strategic planning, and long-term fiscal stewardship — skills she now applies to county government.
Angela remains actively involved in the community. She serves on the Executive Committee of the Stark County Republican Party and is passionate about supporting local charitable programs throughout Stark County. She also served as a Voting Location Manager during multiple election cycles and is a strong advocate for fair, secure and professionally administered elections within Stark County.
She and her husband, Greg, reside in Paris Township with their daughter.
The Auditor's Duties
10 Ways Angela Kinsey Serves Stark County
- ENSURE THAT PROPERTY VALUES ARE FAIR, EQUITABLE AND REFLECT FAIR MARKET VALUE : The Auditor's office appraises over 195,000 parcels to see that every parcel of land and the building thereon are fairly and uniformly appraised and assessed for tax purposes. A general reappraisal is mandated every six years, with an update at the three year midpoint. The last reappraisal occurred in 2018.
- CALCULATE AND CERTIFY REAL ESTATE TAXES AND TAX RATES : Annually, the Auditor prepares the General Tax List upon which the tax bills are derived. The bill is based on the tax rate in effect for the local government where the property is located, multiplied by the property valuation. The Auditor calculates bond and emergency levy rates, and certifies the tax rates to the Ohio Department of Taxation. The Auditor is also required to keep an accounting of special assessments, to include them on the tax duplicate as separate items and to return the collected money to the local government which levied the assessment. These include items such as street paving, sewer or water lines, etc.
- ADMINISTER TAX EXEMPTION PROGRAMS : The Auditor administers the 10% rollback of property taxes to all non-commercial taxpayers, the 2.5% Reduction for home sites occupied by the owner and the Homestead Exemption for senior citizens and disabled persons.
- DISTRIBUTE TAXES TO PROVIDE VITAL SERVICES : The Auditor must accurately distribute the money received from tax levies and other sources so that schools, seniors and our children receive the services taxpayers support.
- VERIFY ALL EXPENDITURES OF TAXPAYER MONEY : As the Chief Financial Officer in the County, it is his responsibility to account for the millions of dollars received each year by the county and to issue warrants (checks) in payment of all County obligations.
- PREPARE COMPREHENSIVE FINANCIAL REPORTS : The Auditor prepares comprehensive financial reports to help elected officials make decisions and provide transparency to taxpayers and bond rating agencies.
- MANAGE LICENSING FOR DOGS, KENNELS, VENDORS AND CIGARETTES : The Auditor issues licenses for dogs, kennels, vendors and cigarettes.
- MANAGE THE COUNTY'S INFORMATION TECHNOLOGY SYSTEMS : As the Chief Administrator of the Automatic Data Processing Board, the Auditor is charged with improving record keeping systems of the County. These changes help to improve services, reduce costs and provide officials with modern management tools to better serve the citizens of Stark County.
- MAINTAIN THE GEOGRAPHIC INFORMATION SYSTEMS (GIS) : The Auditor's office maintains the tax parcel boundary maps along with the street and address information on the County GIS Mapping system.
- ENSURE CONSUMERS GET WHAT THEY PAY FOR : The Auditor must ensure that all state laws relating to weights and measures are strictly enforced throughout the county. The Stark County Weights and Measures Inspectors use highly accurate equipment to test and inspect commercial weighing and measuring devices such as scales and gasoline pumps.
