Stark County Regional Planning Commission operates a housing rehabilitation program for qualified homeowners in Stark County. Program funds are received from the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs. Projects cannot exceed $25,000.00 and are limited to owner occupants of single-family homes outside the cities of Canton, Massillon, Alliance and the villages of Hills & Dales and Wilmot. Homeowners must live in the home for one year to be eligible, and total household income must be at or below 80% of the current Area Median Income (AMI). The purpose of this program is to provide decent, safe and sanitary housing for low- to moderate-income homeowners. General home remodeling is not permitted.
Full Rehabilitation:
These projects must bring a property up to applicable property standards and will address health and safety deficiencies first. Items such as windows and exterior doors may be permitted. Total project cost cannot exceed $25,000.00 with half ($12,500.00) provided as a grant and half ($12,500.00) provided as a 0% interest deferred loan. Due to the high number of homeowners on the waiting list, it could be approximately 12-18 months before you may be able to apply. Emergency and Accessibility
Urgent housing deficiencies that are a threat to the health and safety of the occupants as determined by the Housing Rehab Specialist are addressed. These could include items such as accessibility projects (e.g. wheel chair ramp, roll-in shower), water service issues, HVAC, plumbing, electrical and severe roofing issues. Septic/Sewer
Owner occupants of single-family homes may qualify for a one-time only, 0% interest deferred loan for connection to the Stark County Sewer System (where available), or for repairs or replacements of septic systems where sanitary sewer does not exist.
