An obligee is the person to whom child support is owed.  An obligee may also be referred to as the custodial parent or caretaker.  The responsibilities of the obligee include the following:

  • Inform the Child Support Enforcement Agency (CSEA) of any changes in address, phone number, employment status or medical insurance coverage.
  • Provide documents requested from the CSEA by the state deadline (the deadline is listed on notices you have received).
  • Enroll the child in a health insurance plan, if ordered by the court or CSEA, and provide any necessary documentation to the child's parent or caretaker.
  • Inform the CSEA of any of the following reasons why an order should terminate:  a.) death of any party, b.) change of legal custody, c.) emancipation or adoption, or d.) any status change that may occur. 
  • Report any problems or issues that arise in the case to the CSEA.

Obligee FAQ

To be an active participant, the obligee should enroll the child in a health insurance plan (if ordered), keep us informed of any changes in their status or the case status, and cooperate with paternity and support establishment (if receiving benefits from Stark County Job and Family Services).

If you are not receiving support payments, please contact the agency in writing or by phone and request establishment, enforcement, or location services.  There is no charge for these services.

If you require our services to enforce a support order, the following information will be requested.  Your assistance can greatly enhance our effectiveness.  Please be aware that cooperation is mandatory for those receiving public assistance.

  • Your SETS case number
  • Name and address (if known) of the person obligated to pay support
  • The obligor's Social Security number (SSN) and date of birth
  • Each child's birth certificate and Social Security number
  • Child support order
  • A picture of the non-custodial parent, if available
  • Name and address of the obligor's (the person ordered to pay child support) most recent employer
  • Names of friends, relatives, or organizations to which the obligor may belong
  • Information pertaining to the obligor's income or assets (pay stubs, tax returns, bank accounts, investments, property holdings, etc.)
  • Any other information concerning the whereabouts of the obligor
