Sewer and water connection drawings along with sewer and water plan and profile maps are available through the permits office.

Sewer and Water Connection Fees 

Sewer fees are calculated based on use of the structure and in cases where a local charge is present, the use of the structure and the equivalent frontage of the property.  Water fees are calculated based on usage of the structure and in some areas where reimbursement is required, by front footage and usage.

The payment of fees is handled through the connections and permits department.  All fees may be paid by cash or check.  The Stark County Sanitary Engineering Department will assess a fee of $13.00 for each check returned for nonsufficient funds.  Two payment plans are available.  They consist of a 5-year plan with a 15% carrying fee and a 20-year plan.  The interest rate calculated for the 20-year plan is fixed for the entire 20-year term and is set by utilizing the U.S. prime interest rate as posted on January 15th of each year, plus one half of one percent.  Please contact the permits department for instructions on how to apply for the payment plans.  If a payment plan option is selected, early pay-off will still be subject to interest costs.  Financing is not available for water permits.

An official house number slip or proof of sewer guarantee issuance must be presented to receive a sewer permit. Only licensed drain layers will be permitted to make connections. For existing homes, connection permits will be issued after the sewer has been approved for connection. In the case of existing sewer, permits will be issued after the property desiring to connect has been researched for availability, methods of connection and connection costs. Sewer Guarantee 

An official house number slip must be presented in order to issue a sewer guarantee. Guarantees are $5.00 and will fulfill the sanitary sewer requirements to obtain the necessary permits from township zoning and the Stark County Building Department. Sewer guarantees will not allow connection to sewer. A permit must still be purchased at a later date. Please call the permits office at (330) 451-2304 for sewer guarantee availability.

Water Application Process 

New Homes

Sewer Availability 

Inquiries regarding sewer availability may be made by phone, e-mail, fax or in person to the permits office. A parcel number or other form of property identification must be given at the time of inquiry. Inquiries will be researched and the owner will be notified of connection methods and costs as soon as research is complete.
