As an approved health district by Ohio EPA, the Solid Waste Program at the Stark County Health Department is committed to protecting the public health and safety of our community.

Solid Waste Facilities

There are two municipal solid waste disposal facilities in Stark County: American Landfill and Countywide Landfill. We also inspect Liberty Tire of Ohio, a scrap tire monofil and their recovery facility. Regulating each facility includes the following responsibilities:

Inspections:

We conduct inspections at our facilities every other week, instead of the state-required quarterly inspections.

Enforcement Issues:

When problems arise at the facilities, it is our responsibility to issue Notice of  Violations and accompany and work with all local, state, and federal authorities until the problem is corrected. This includes providing onsite visits, correspondence, and review of landfill operations and plans, citing state rules and regulations.

We store historical records accumulated for each facility.

In addition to the municipal solid waste disposal facility, the following programs are also inspected. We are also responsible for documentation, re-inspections, and record retention.

Construction and Demolition Landfills Open Dumping

Each year, we receive several hundred open dumping complaints.

Composting:

Inspected monthly for compliance, including consultations with operators.

Closed Landfills:

We conduct inspections that include checking for cap integrity, leachate management, and other issues.
