To be eligible for Stark County Emergency Rehab assistance, applicants must meet the following qualifications:

The property will qualify to receive funds under this program if:

1. The problem is a serious threat to the health and safety of the occupants; and
2. The problem is an urgent need which happened over the last three months; and
3. The type of work to be undertaken is water service, plumbing, furnace, electrical, or severe  problems with roofs as determined by the housing rehabilitation inspector(s); and
4. This is the first emergency repair undertaken by the Stark County Housing Rehabilitation  Program and the applicant has not had previous rehabilitation work completed on their home through the Stark County Housing Rehabilitation Program.
   1. Be the owner of record of an owner-occupant, single-family residential property for a one year period prior to assistance;
   2. The property must be located within a participating political jurisdiction;
   3. The applicant must qualify as low- to moderate-income; and
   4. Applicants can owe money to no governmental entity/agency; have no unpaid judgments or liens; mortgage payments must be current; property taxes must be current; and bankruptcies must be discharged.

Applicants residing within the city limits of Canton must apply through Canton’s rehab program by calling 330-489-3040.  Applicants residing within the city limits of Massillon must apply through Massillon’s rehab program by calling 330-830-1721.

You can find out if your property taxes are current by going to the Auditor’s website. A property search by name or address can be completed and property tax information can be found on the Tax tab.

Contractors interested in applying to become Stark County Housing Rehab contractors should complete the Contractor’s Application information.   Questions regarding the application process should be directed to Steve Williams, Housing Rehab Specialist, at 330-451-7398.

Persons needing assistance paying for rent may call the Homeless Hotline at 330-452-4363 and inquire about the homeless prevention rental assistance.

There will be an annual application workshop in late summer/early fall, and the application deadline will be provided.  If selected, the funding will be available the following July or when Congress passes the budget.
